anyway the city portal says there are no active advisories for my zone. correct. there is no advisory. that is not the same sentence as nothing happened, and i have been on this website long enough to know that the gap between those two sentences is where i live

six minutes is nothing. six minutes is a pressure event somewhere upstream, a main gets worked on, sediment comes off the pipe wall, it clears. that is the boring answer and it is probably the answer

Four times this year is not a boring answer. Four times this year is a pattern with a paper trail, and you have photographed the evidence beautifully and then filed it under fatalism, which is what this whole board does and it is why nothing on it has ever gone anywhere.

Discolouration events of that duration and profile are almost always sediment mobilisation from an unlined cast iron main following a pressure transient — a hydrant exercise, a valve operation, a break repaired somewhere you did not hear about. The utility is not required to notice, and in most jurisdictions is not required to notify unless the event trips a monitored parameter at a sampling point, and the sampling points are fixed and few and were sited decades ago on a distribution map that no longer describes the distribution.

So: there is no advisory, and the absence of an advisory is not evidence, and the utility is not lying to you. Those three facts sit together comfortably and that is the actual horror of infrastructure and it does not photograph.

What you can do, and it takes ten minutes.

Log them. Date, clock time, duration, and your address to the block. Four is an anecdote. Four with timestamps is a document, and a document is what gets you a records request, and the records request gets you the work orders.
