Tommy Torrino, called “Ten-Ton Tommy” for a frame Control's dossier in Garbage Man clocks at six-foot-four and three hundred forty pounds, is a third-generation sanitation worker and Vietnam veteran — a Purple Heart and a tunnel-rat's limp from Cu Chi — who runs Local 831's adult-literacy and workers'-rights education programs during the Sanitation Incident. Control's own summary of the union's five principals credits him with “institutional memory,” distinct from Aleksander Volkov's discipline, Madge McCreary's tactical expertise, and Cornelius Whitman's organizational genius. Benny Blanc, surveilling him undercover, finds a patient, unhurried teacher rather than the file's implied insurgent — Torrino correcting recruits' grammar and city ordinances in a low rumble, never raising his voice, closing each session on the same refrain, chalked on a union-hall whiteboard: EVERYONE IS ESSENTIAL.

Thirty years later, Torrino resurfaces as communications officer under Commander McCreary on the Coalition's assessment expedition to Hyperborea, configuring Benny's Codec interface for voice activation and confirming, without rancor, that he already knows who Benny was in Empire City: “I seem to recall I was teaching adult literacy classes in the union hall when you were planting bugs in our ceiling vents.” What earns Benny a measure of trust is not the side he started on but the choice he made when “terminal solutions” were on the table and he found another way.
